Joe Coughlan - MBA

Chief Executive Officer

Joe has over twenty-seven years working in Leadership, Operations, Strategy Planning, Performance Management, Project Management, Change Management, Crisis Management, Disaster Response and Organisational Structure. He has gained experience across 3 continents with numerous industry sectors including military, government, semi-government, and private companies.


Over the past 10 years, Joe has worked within the United Arab Emirates supporting  government, semi-government and private organisations including various Ministries, Crisis Management & Emergency Response Agencies, Critical Infrastructure Agencies, along with a number of the leading corporate organisations currently working across the United Arab Emirates.


As Chief Operating Officer with National Ambulance, he was instrumental in developing, launching, and successfully delivering the only JCI accredited public ambulance emergency service in the UAE. Joe was an active contributor to multiple initiatives to develop pre-hospital care standards & emergency preparedness and response systems across the United Arab Emirates.


Before the UAE, he worked in the Irish military, developed successful private companies in Ireland and worked as a critical care paramedic in Ireland and USA. This wide spectrum of experience provides Joe with a focused mindset toward performance improvement in the public and private sectors.


Joe has a Yellow Belt in Lean Six Sigma, is an active Kaizen practitioner, has an Associate of Applied Science degree in Paramedicine, an MBA in Strategy and Leadership and Disruptive Strategy and Innovation certifications

Jason Coyne - MBA

Regional Director of Operations

Jason has over twenty-seven years of experience in Crisis Response and Emergency Response Systems, Frontline Operations, Large Event Planning, and Crisis Response Leadership. He has gained experience working with the military, law enforcement and Emergency Medical Services in Ireland and the United Arab Emirates.

​

Over the past decade, Jason has worked in the United Arab Emirates as Director of Operations for the frontline ambulance service. Jason was part of the project team that developed and managed a frontline ambulance service from the build phase to a JCI-accredited public ambulance emergency service in the United Arab Emirates.

​

Jason was also the Project Manager for designing and implementing Emergency Medical Services for Abu Dhabi International Airports and many high-profile events, including Soundstorm 22 in Riyadh, the Formula 1 Abu Dhabi Grand Prix and the ADNOC Abu Dhabi Marathon.

​

Before moving to the United Arab Emirates, Jason worked in the Irish Military, Irish Prison Service, and as a Critical Care Paramedic Supervisor with the National Ambulance Service in Ireland.

​

Jason has a MBA in Strategic Resource Management. He holds a holds the following Professional clinical qualifications, Diploma- Emergency Medical Technology; Higher Diploma - Advanced Paramedic, both with University College Dublin. he also is a Yellow Belt in Lean Six Sigma and experienced Kaizen practitioner.

Dale Jackson - MBA

Director Quality & Performance

Dale has over twenty-five years working in Strategy, Performance Management, Project Management, Finance, Corporate Governance and Economics.

​

Over the past fourteen years, Dale has worked within the United Arab Emirates supporting both government and semi-government entities including the Abu Dhabi Executive Council, the Environment Agency of Abu Dhabi, the Department of Municipal Affairs and National Ambulance. As Director of Quality and Performance in National Ambulance, he was instrumental in the development and launch of their 998 dispatch, their quality management systems and the JCI accredited public ambulance emergency service for the Northern Emirates.

​

Most recently, Dale was Chief Financial Officer of Safe City Group (SCG) and Board Member of Softec International. The SCG/Softec partnership was instrumental in developing the Integrated Command and Control Centre (ICCC) system. The ICCC system includes emergency response dispatch for Police, Fire and Ambulance across the United Arab Emirates.

​

Before the UAE, he was a consulting economist within Australia in areas such as National Competition Policy, Regulatory and Compliance, Financial Modelling, Commercial Viability Analysis, Efficient Pricing and Infrastructure and Asset Management. 


Dale has a Black Belt in Lean Six Sigma, has an MBA from Melbourne School and a Bachelor of Science from La Trobe University majoring in Pure Mathematics and Statistic

Adj Assoc Professor Ian Patrick
ASM FACP

Associate Consultant

Ian began his career in Ambulance in 1976 in Melbourne and has worked as a frontline Paramedic, Mobile Intensive Care Paramedic (MICA) and Management roles in Metropolitan and Rural Victoria. He has also worked as a frontline responder in Tasmania.

​

Ian enjoyed thirty-one years in Ambulance Victoria, fifteen of which were in senior management positions. After Ambulance Victoria, Ian consulted, nationally and internationally before taking a position as Director of Clinical Services, National Ambulance, Abu Dhabi, UAE. He later joined Royal Children’s Hospital (RCH), Victoria as Director Emergency Retrieval and Referral Service to bring together the neonatal, paediatric and perinatal services into an amalgamated service. Ian returned to Ambulance Victoria in 2015 as General Manager Clinical & Community Services. In 2019, Ian returned to National Ambulance UAE as the Chief Administrative Officer.


Ian is an Adjunct Associate Professor at Monash University Department of Medicine, Nursing and Health Science, and a Board Member on the Paramedicine Board of Australia. Ian has researched and contributed to numerous published papers relating to prehospital care.


Ian has obtained the following qualifications, Graduate Diploma Emergency Health, Intensive Care Paramedic, Monash University, Bachelor Degree in Paramedic Studies, Monash University, Advanced Management Program with Mt. Eliza Business School and AICD Company Directors Course with Monash University,


He is a Fellow, Life Member of Australasian College of Paramedicine the peak professional body for Paramedics in Australasia. and Past President of the former Paramedics Australasia

Anthony Byrne - MEd

Associate Consultant

Anthony was Assistant Chief Ambulance Officer, Operations Support & Resilience with the National Ambulance Service of Ireland. He specialises in Quality Patient Care, Occupational Health & Safety, Emergency Services Supply Chain, CBRN Response, Tactical EMS and Strategic Emergency Management.

 

Anthony holds the following Professional clinical qualifications, Diploma- Emergency Medical Technology; Higher Diploma - Advanced Paramedic, both with University College Dublin

Over the past 21 years, Anthony has supported numerous interagency initiatives including taskforce teams with the Department of Health, Department of Justice, Department of Defence, Department of Transport and the Health Service Executive in Ireland.

​

Anthony has developed programmes of education and curriculum within the Education & Competency Assurance Team of the National Ambulance Service. He also project-managed the implementation of equipment and care programmes in Pre- Hospital Emergency Care in Ireland and Pakistan working with Pakistan Red Crescent and Disaster Relief Pakistan developing EMS curriculum, regulation and organisational structures.

Anthony has a Green Belt in Lean Six Sigma, He gained a Master’s (Hons) in Education from Trinity College Dublin, Diploma Occupational Health & Safety. He is currently a PhD Candidate with University College Cork, Ireland

Specialising in information systems, system integration, project management, service governance, and improvement. Encompassing design, implementation, transition and optimisation. Craig has been helping entities in the UAE achieve their business goals through the use of technology.

Craig is a dedicated professional, with over 30 years of experience in the pre-hospital (EMS), medical, higher education, digital media, central government, global retail, energy and banking sectors across the United Kingdom, Europe, the United States of America, China and the Middle East.


Over the past 11 years, Craig has worked within the United Arab Emirates supporting the government, semi-government and private organisations including various Ministries, Crisis Management & Emergency Response Agencies along with several of the leading corporate organisations currently working across the United Arab Emirates.

Craig has a Master of Science (MSc) in Information Systems Management from Salford University, is a PRINCE2 Practitioner, MSP Practitioner, Agile Scrum Master, Lean 6 Sigma Yellow Belt, ISEB ITIL v3 Expert Diploma
